Aimed at UK and European Union policymakers, the report asks why the world has made so little progress in ending the conflict. International opinion is largely united in condemning the Israeli occupation as both contrary to international law and an obstacle to peace. Yet 418,000 Israeli settlers now live in the West Bank; Gaza is falling ever deeper into crisis; conflict persists.
